The couple is new to an area and don’t know anyone or they don’t have a church affiliation.
They want someone that will reflect dignity and respect as they perform the ceremony.
They want to make sure that the ceremony will meet the legal requirements of the state and complete the license correctly. It is your responsibility as a wedding officiant to know all the requirements of the state and provide everything the couple wants and the state requires.
